Central Government Finances

From 2025 onwards, the central government finances reports cover on-budget finances, off-budget state funds and state-owned enterprises as a single financial entity.

The financial statements are presented on a consolidated basis, with transactions between entities included in central government finances eliminated. These include internal income and expenses, internal profit distributions, inter-entity receivables and liabilities, and internal ownership interests.

Income and Expense Account

The Central Government Finances: Income and Expense Account presents income, expenses and the annual surplus or deficit for the financial year. Income includes taxes and mandatory charges; operating income, such as rental income, sales income, fee income and gains on the sale of shares; and financing income, such as interest and dividend income. Expenses are broken down into the operating expenses of entities included in central government finances, transfer expenses and financing expenses.

The Central Government Finances: Balance Sheet describes the financial position of central government finances at the end of the financial year. It presents assets, liabilities and equity. The assets side includes non-current assets, such as the road network and properties, as well as current financial assets and cash. The equity and liabilities side presents equity and the amounts of non-current and current liabilities at the reporting date.
