The Public Administration Organisations report published by the State Treasury provides an overview of the structure of public administration and the organisations that form part of it. Previously, information about public administration had to be gathered from several different sources. Now, basic information on its structure and organisations has been compiled into a single, as clear and unambiguous an overview as possible.

Data Sources and Scope
The report is based on organisations with a Business ID included in the Business Information System (BIS), maintained by the Finnish Patent and Registration Office and the Finnish Tax Administration, that Statistics Finland classifies as general government entities in its sector classification. The State Treasury has expanded this dataset to include organisations in which general government entities have an ownership interest. The source for information on state-owned companies is the state’s ownership steering report, which covers companies in which the state holds an ownership stake.
Refinements to the Organisation Classification
The State Treasury has further refined the sector classification of general government entities in both central government and local government. For social security funds, Statistics Finland’s classification is applied without modification. In the organisation classification, government sectors refer to extended groups that, in addition to general government entities, include units classified in the non-financial corporations sector and the financial corporations sector on the basis of public ownership.
For central government, the state’s budget economy has been further divided into accounting offices and the associated performance-managed agencies and employer agencies. These can also be examined by administrative branch in the report. Other central government units have been classified in greater detail into state funds outside the state budget, state enterprises, universities and other higher education institutions, other central government units, and state-owned companies. Units belonging to the last-mentioned organisation type are classified as non-financial corporations or financial corporations in the sector classification, in which the state has an ownership interest.
For local government, the classification of other units belonging to municipal group structures has been refined to distinguish subsidiaries, associated companies, municipal enterprises and balance-sheet units for water services of municipalities and joint municipal authorities. Similarly, the classification of other units belonging to wellbeing services county group structures has been refined to distinguish subsidiaries and associated companies of wellbeing services counties and wellbeing services county joint authorities.
Additional Organisations
The State Treasury has supplemented the report’s list of organisations with central government and local government organisations that do not have their own Business ID. These organisations nevertheless operate as part of an organisation that has a Business ID. For social security funds, the report presents the organisations included in the Business Information System (BIS) that Statistics Finland classifies as social security funds, without modification.
For central government, the list has been supplemented with performance-managed agencies and employer agencies belonging to the accounting offices of the state’s budget economy. State funds outside the state budget have also been supplemented with funds that do not have their own Business ID.
For local government, the list has been supplemented with municipal enterprises and balance-sheet units for water services of municipalities and joint municipal authorities that do not have their own Business ID.
Timeliness of Organisation Data
The State Treasury updates the Public Administration Organisations report annually. As a general rule, the report presents organisations that are in operation at the time of reporting during the current year. Exceptions are subsidiaries, associated companies, municipal enterprises and balance-sheet units of municipalities and joint municipal authorities (TOLT), as well as subsidiaries, associated companies and other units of wellbeing services counties (HTOLT). For these organisations, the report presents the situation as at the end of the previous year.
